Naziv projekta: Pomoć izbeglicama i tražiocima azila u Srbiji.

Projekat koji HCIT 2019-te godine, kao izvršni partner UNHCR-a implementira, sastoji se od dve, podjednako važne, celine i grupe korisnika. Prvi program pomoći, prvenstveno besplatne pravne pomoći, odnosi se na izbeglice sa prostora republika bivše SFR Jugoslavije kao i na interno raseljena lica sa KiM. U ovoj oblasti HCIT, već punih 20 godina, u partnerstvu sa Visokim komesarijatom UN-a za izbeglice, realizuje program direktnog pravnog savetovanja koje obuhvata: pružanje pravnih informacija i saveta, pisanje žalbi, tužbi, prigovora i drugih pravnih podnesaka, pomoć pri rešavanju statusnih prava, pribavljanje dokumenata iz država porekla (uverenja o državljanstvu, izvoda iz matičnih knjiga rođenih, venčanih listova, potvrda o OIB-u, vlasničkih listova, potvrda o stažu penzionog osiguranja, radnih knjižica, školskih svedočanstava i diploma i drugih raznih potvrda i uverenja), savetovanje i pomoć pri ostvarivanju prava na stambeno zbrinjavanje i prava na obnovu imovine u Bosni i Hercegovini i Republici Hrvatskoj te stambenom zbrinjavanju u Republici Srbiji, itd. HCIT je dosad pribavio preko 56.000 dokumenata i pružio pravnu pomoć za preko 300.000 izbeglica iz BiH i RH. Samo u toku 2018. godine, HCIT je imao više od 2.000 stranaka u okviru ovog programa.

U oblasti pomoći tražiocima azila u Republici Srbiji, projekat realizuje tim pravnika, saradnika za pomoć izbeglicama i tim prevodilaca za arapski i persijski jezik. HCIT svoje aktivnosti sprovodi na području AP Vojvodina sa posebnim fokusom na pogranične oblasti uz mađarsku, hrvatsku, rumunsku i granicu sa BiH. U okviru ovog projekta, HCIT pravnici i saradnici za zaštititu izbeglica informišu i savetuju sva lica u potrebi za međunarodnom zaštitom o mogućnosti podnošenja zahteva za azil u Srbiji, proceduri traženje azila, o njihovim pravima i obavezama, kao i o svim drugim segmentima koji se odnose na njihov pravni status i boravak u Srbiji. Od ove godine, pravni tim će početi da pruža i direktnu pravnu pomoć tražiocima azila u toku procedure utvrđivanja izbegličkog statusa. Takođe, naši saradnici izbeglicama i tražiocima azila svakodnevno omogućavaju pristup državnim institucijama uz dalju asistenciju i pomoć: u policijskim stanicama (pomoć pri registraciji), u domovima zdravlja i opštim bolnicama, centrima za socijalni rad kao i u matičnim kancelarijama prilikom upisa novorođene dece u matične knjige rođenih. Pored ovoga, HCIT timovi kroz granični monitoring i direktan kontakt sa izbeglicama i tražiocima azila na terenu, dokumentuju slučajeve kršenja ljudskih prava, zabrane pristupa teritoriji kao i slučajeve kolektivih proterivanja u Srbiju iz susednih država. Izuzetno važan aspekt našeg rada je identifikacija ranjivih pojedinaca i njihovo upućivanje na adekvatne mehanizne pomoći u skladu sa važećim propisima i procedurama. HCIT prevodioci za arapski i persijski jezik su na raspolaganju državnim insitucijama ​​ i time podržavamo lokalne organe u njihovom svakodvenom radu sa ovom populacijom.

Project title “Assistance to refugees and asylum seekers in Serbia “

The project implemented by the HCIT in 2019, as an executive partner of the UNHCR, consists of two equally important parts and group of beneficiaries. The first program, primarily free legal aid, refers to refugees from the republics of the former Yugoslavia, as well as internally displaced persons from Kosovo. In this area, HCIT has been implementing a program of direct legal counselling for the past 20 years, in partnership with the UN High Commissioner for Refugees, which includes: providing legal information and advice, writing complaints, lawsuits other legal submissions, assisting in the resolution of status rights, obtaining documents from the countries of origin (certificates of citizenship, birth certificates, marriage certificates, certificates of OIB, ownership papers, pension insurance certificate, workbooks, school certificates and diplomas and other various certificates), counselling and assistance in the realization of the rights to housing care and the right to property restitution in Bosnia and Herzegovina and the Republic of Croatia and housing care in the Republic of Serbia, etc. HCIT has, so far, obtained over 56,000 documents from the countries of origin and provided legal assistance to over 300,000 refugees from Bosnia and the Republic of Croatia. Only in 2018, HCIT had more than 2 000 clients within this program.

In the area of ​​assistance to asylum seekers in the Republic of Serbia, the project is implemented by a team of lawyers, protection officers and a team of translators for the Arabic and Persian languages. HCIT implements its activities in the area of ​​AP Vojvodina with a special focus on the border areas along the Hungarian, Croatian, Romanian and border with Bosnia. Within this project, HCIT lawyers and protection officers provide information and advice to all persons in need of international protection on the possibility of applying for asylum in Serbia, asylum procedure, their rights and obligations, as well as on all other segments related to their legal status and residence in Serbia. From this year, the legal team will also begin providing direct assistance to asylum seekers during the refugee status determination process. Also, our protection officers provide daily assistance to refugees and asylum seekers in order to timely and effective access state institutions according to their needs: in Police stations (registration assistance), in Health care centres and General hospitals, in centres for social work, as well as in Registrar offices when enrolling new born children into registries born. In addition, HCIT teams through border monitoring and direct contact with refugees and asylum seekers on the ground document cases of violation of human rights, prohibition of access to territory, and cases of collective expulsions to Serbia from neighbouring countries. An extremely important aspect of our work is the identification of vulnerable individuals and their reference to adequate state institutions in accordance with applicable regulations and procedures. HCIT translators for Arabic and Persian language are available to state institutions free of charge and thus HCIT is supporting local authorities in their everyday work with this population.
