HCIT od 1999. godine ima status izvršnog partnera Visokog komesarijata Ujedinjanih nacija za izbjeglice (UNHCR-a) u pravnoj zaštiti i pomoći izbjeglim licima, a od 2012. godine i tražiocima azila u Republici Srbiji.
Primarni cilj HCIT-a je organiziranje i pružanje pomoći i podrške u trajnom rješavanju problema izbjeglica i interno raseljenih lica, bilo da je riječ o njihovom povratku na svoja ranija ognjišta ili o integraciji u sredini utočišta.
Podsticanje međuetničke i međuvjerske tolerancije i pospješivanje otvorenosti i komunikacije između različitih kultura i naroda. Humanizacija i podizanje opšteg kvaliteta ljudskog života u uslovima ekološki održivog razvoja.
Unapređivanje kulture mira i dijaloga i nenasilnog rješavanja sukoba; promocija, zaštita i unapređivanje ljudskih prava i sloboda te afirmiranje demokratskih vrijednosti i načela vladavine prava.
Afirmiranje vrijednosti, inicijativa i institucija civilnog društva te slobode i ravnopravnosti građana u određivanju uslova života i njihove odgovornosti za sebe i društvo u kojem žive.
Humanitarian Center for Integration and Tolerance (HCIT) was founded in Novi Sad in 1997, as a non-governmental organization. HCIT is an implementing partner of the UNHCR since 1999 for providing free legal aid for refugees from former Yugoslavia, and since 20HCIT12 for asylum seekers in Republic of Serbia. HCIT also has developed partnership cooperation with the OSCE Mission to Serbia, Commissariat for Refugees and Migration of the Republic of Serbia, Council for refugees, expellees and displaced persons within the Executive Council of the Autonomous Province of Vojvodina, and with the municipal trustees for refugees.
For seventeen years of work, the HCIT Humanitarian Legal Counseling Sites in offered legal assistance to over 130.000 refugees and displaced persons, and other socially imperiled persons. HCIT assisted several tens of thousands refugees to return to their homes or to get integrated in Serbia, obtained over 29.000 documents from Croatia for the refugees, over 8.500 documents from BiH, about 5.500 documents for displaced persons from Kosovo, helped thousands of refugees to exercise their right to pension and the renewed pension payment, to apply for the reconstruction and housing care in Croatia, to apply for the repossession and purchase of the apartments in BiH, etc. Acceptance of two HCIT’s legal initiatives by the federal and Serbia parliament, refugees have become enabled to keep dual citizenship, and displaced persons and refugees have got reduced administrative taxes for registrations and record books certificates for 70%.
HCIT seeks to facilitate access of refugees to Regional housing program in Republic of Serbia, and in countries of origin, by providing specific legal aid, above all, to more easily obtain documents for the purpose of completion of the tender documentation. By adjusting the methods of informing, about the projects and competitions of the Regional housing program, to specific living conditions of the Roma population, giving advantages to direct communication in places where they live, and providing legal assistance to Roma refugee families in filling and completion of tender documentation, HCIT seeks to ensure the equal position of Roma refugees within the framework of the implementation of the Regional housing program.
In the field of asylum HCIT is active since January 2012. As an NGO based in Novi Sad, HCIT is able to successfully monitor the mixed migration flow in Vojvodina, especially in border areas with Hungary and Croatia and Romania. HCIT is monitoring the practice of key institutions such are Border Police, Misdemeanor Courts, Centers for social work, Commissariat for refugees and migration, Red Cross, practice of District Prisons as well as local self-government in municipalities which are most affected by the large number of migrants and asylum seekers and make appropriate comments /suggestions and regular reports to the UNHCR regarding identified problems in the field. HCIT is providing free legal assistance and information to migrants who reside in illegal campsites on the north of the country, precisely in Subotica. Among them there are potential asylum seekers in need for international protection. HCIT is regularly visiting those sites and informing migrants about the right to asylum and the asylum procedure as well as procedures that apply to irregular migrants in Serbia. HCIT is monitoring the readmission process of foreign citizens with Croatia and especially Hungary and provide counseling to readmitted migrants from Hungary. HCIT is especially focused on most vulnerable group of migrants – unaccompanied minors and therefore cooperate with Centers for social work and provide counseling for unaccompanied minors that are temporary accommodated in the Safe house for children in Novi Sad, and in the “Cradle” in Subotica. As a result of three years activities in the field, HCIT had published very meticulous analysis “Unaccompanied minors in RS”. HCIT had organized many meetings with representatives of competent state bodies and NGOs on the topic of asylum and migration and for 2015, three seminars for local Centers for social work in border municipalities in Vojvodina are planned. HCIT will organize the practice for students of the Legal Clinic that will be implemented this year from March by the UNHCR, on the Faculty of Law in Novi Sad.
